Spray vs powder vs inserts
The format decides the mechanism, and the mechanism decides whether it works. In a boot, this is not a matter of taste.

In a boot, powder beats liquid, and carbon beats scent. A boot is deep, unventilated and slow to dry, which changes the answer from what it would be for a low sneaker. The format you pick determines whether you are removing the cause, trapping the output, or covering it.

Why liquid is the wrong default for a boot
It is a volume-and-airflow problem. A running shoe has a low collar, mesh panels and a lot of exposed surface, so a spray evaporates quickly. A work boot is eight inches deep, leather-lined and closed - liquid you put in the bottom of it stays there, and it is landing on the footbed, which is already the wettest part.
Every liquid product we list carries the same caution: do not use it on a damp boot. That is not a hedge, it is the mechanism. You are adding moisture to the environment whose defining problem is moisture.

Where powder wins and where it annoys you
Powder works because it does the same thing a dryer does, in a much smaller way - it takes moisture out of circulation. Dr. Scholl’s Odor-X is a spray powder specifically, which is the useful middle ground: you get the reach of an aerosol into the toe box without the liquid.
The honest downsides: powder migrates onto socks, it can cake if it goes into a genuinely wet boot, and it is a prevention product rather than a rescue. Where carbon wins
Two situations. Boots whose interior you cannot treat - insulated liners, bonded membranes, anything where powder would work into a lining you cannot shake out. And boots that live somewhere you cannot spray, like a locker or a truck cab.
The rule with carbon is that it must be dry to work. Adsorption happens on the surface of the carbon, and if that surface is occupied by water it is occupied. A carbon pad in a damp boot is an ornament.
Scented balls, in their proper place

Is powder or spray better for boots?
Powder, in almost every case. A boot is deep and slow-drying, so liquid you spray into it stays there and adds to the moisture problem. Powder absorbs moisture instead. In a shallow, well-ventilated sneaker the difference is much smaller.
Do activated carbon shoe inserts work?
They adsorb odor compounds onto the carbon surface rather than masking them, which is a real mechanism. The condition is that they must be dry - carbon saturated with water has no capacity left for anything else.
Do scented shoe balls do anything?
They add fragrance to an enclosed space. That is genuinely useful in a gym bag or a locker with dry footwear in it. It does not address bacteria, sweat or moisture, so it is the wrong tool for a boot that actually smells.
Can you use powder and inserts together?
Yes, and there is no interaction to worry about. Powder in the boot handles the moisture; a carbon pad on the footbed handles compounds already present. Both want a dry boot to start with.
